Default Is it the PC, the monitor, or the operator?

There is a challenge with my system. It does not matter what is showing on the desktop it is blurred. Web page, Word document, photo, anything and everything. Think of a comet moving across the sky with the tail following it from the rear and moving to the left. What caused it, can it be fixed and can someone help me? Thank you. Carl

Disregard this post as just as the blurring suddenly appeared it has now disappeared. I have no idea what happened & it is one of life's mysteries. Have a great day. Carl
