There is no scaling in this file. When I select that rack, its properties show it is 7.982 inches tall when is should be about 72 inches tall if it was drawn to scale. If you paste a rack from the first file into the problem file you see the 8x scale difference.

An unscaled rack that is 6 feet tall will take up many sheets of letter sized paper. If you go in to Page Setup > Drawing scale and set a custom scale of 1in = 8in. That is the same scale setting in the first document you posted and it will allow the full size rack to fit on a single Letter sized piece of paper. Then use the Size and Position dialog to size the rack to its 'real' dimensions.
