At this point I have my issue solved but am not sure why I had it in the first place. I had saved a copy of the Building Walls & Structure stencils in a file of frequently used stencils. When attempting to use the stencil from that folder I could not rotate. I found the original stencil file in the location where Visio installed it and used that one and it worked fine. Who knows?
