I am not familiar with such a tool in Visio. However, there is a Visio forum at: http://www.visguy.com/vgforum/ that posters may be able to help you.

UPDATED NOTE: http://www.visguy.com/2014/11/18/circles-in-circle-1/ May be a starting point if you want to proceed in Visio. This topic addresses the nonavailability of circular pattern tools within Visio itself.
