Apologies for the wrong, poor response.
The example shown above is from Pub 2016. I have now opened Pub 2010 on another machine and as you say, the Table Tools > Design tab is the one to use but the sizes are for the table, not the row. Again apologies. There doesn't appear to be an easy way to achieve what you want when multiple rows are concerned.
