Not sure if this will do it, but try to run this fixit. (Icon that says Fix-it halfway down page).
http://support.microsoft.com/kb/928890 If that doesn't work see if this hotfix for 2007 will, if that is the version you are tyring to open it with.(Only if you also get "Publisher cannot open this file Error 1100009" somewhere). http://support.microsoft.com/kb/976177/en-us What version of publisher did you create it in and what version are you opening it with?
