Project 2019 Reports window scroll not working properly

After opening reports & selecting a report to edit, I can not scroll to a new page to place a new report on the page. The scroll bar and mouse scroll functions will not scroll to a new page and the pages bounce off the bottom of the screen. Scroll bars a similar to Excel and I have no issue with scrolling in Excel
