Default Color coding "% Work Completed" column based on completion value

Hi All,
Noobie here..

I want to be able to color code the cells in "% Work Completed" column based on their value.

For example when:
%= 100 Background is Green;


%= >0<40, Cell Background is Yellow;
% = >39<100, Cell Background is Amber;
% = 0 Cell Background is Blue.

Can anyone help with the details on how I could make this happen?
