I think this is going to be a bit challenging. Do you want the code in VBA? Visual Studio? Have you considered creating some filters (regular or highlight) and working within Project?

If you know some code you may get some general assistance on the Project programming page - but I think it is unrealistic to expect someone to develop code for you from top to bottom.
