I have a project that requires me to be able to schedule a build 6 weeks before a meeting date. I need to know how to schedule this so if the meeting date changes, the build will change with it.

You can schedule a project from a finish date using Project Information. Select Schedule from: and select finish date.
If it is just one task that needs to be scheduled 6 weeks before - use a Finish to start link with a 6 week lead. |

I have a sales meeting that is scheduled to start on June 5. I will need cabinets built 6 weeks prior to the start date and then a process of having the cabinets installed on a design set. If I link the meeting start date to the cabinet build date using the lead time, will all other associated tasks adjust if the meeting start date changes, forward or backward?

The meeting task is the predecessor. If the date of the meeting changes the successor tasks schedules will also change.
