When I create a project file with saved baselines, the baseline bars appear after grouping. Did you create new bar styles that may be covering up the baseline bars? Check the bar styles command dialog box for the Baseline bar. If it is not there add one at the bottom of the list for Normal tasks drawn from Baseline Start to Baseline Finish.
