Question Red/Yellow/Green as Summary Level

I have added a column that indicates red,yellow,or green for each individual task (see attachment), but I can't figure out how to combine and roll them up to the summary level. Can this be done?

Yes. You are going to have to figure out the criteria for the summary tasks. If one of the tasks is "red" but the others are "green" - should the summary task be "red"?

I'm guessing your "health" field is calculated based upon some criteria. Right click the column heading and select Custom Fields. You'll need to set the Summary Tasks to either rollup or Use Formula. Then click the Graphical Indicators button and set the criteria for the Summary Rows.
