I have told the client that he cannot have what he wants, but that I can provide symbols so that each person can choose one. the response was "why cant I just print some off so that they can stick them on the programme thing" (his words).

It seems that what they actualy required was just a column to denote ownership of some tasks (or task groups) for their office wall, and not something contained within Project itself.
