Default MS Project - Maximizing resource levelling

Dear all,



I have a question related with the way MS Project make the resource levelling. Here is a simple example to explain my question:

"3 workers are available to perform any of the two tasks related to the project. However, tasks cannot be done by more than 2 workers at the same time..."

(see image attached)

...Why both activities don't start at the same time, with 2 workers on one task and 1 worker in the other until the first task is finished?
