You don't mention which version of Project you are using. In Project 2010 you can use the "reset" command to return a view back to its 'factory installed' settings.
I would likely just make a custom view for each user so they can have it set as they need it - which columns and so forth. Then keep a view (not shown in the menu) that people are directed to leave alone. Many of us have a "printing view" where everything is set (tables, time scale, gantt formatting) that we use solely for printing. None of these settings have any influence on toolbars, by the way.
