The Project summary task should be the first line in your project - at row zero.
Then come your summary tasks - all at outline level 1. If the tasks are disappearing when you select Outline Level 1 - you need to outdent the tasks to the correct level: Click the task name and on the Task Tab, click the Outdent button. Use the indent and outdent buttons to set your structure.
