You may be able to automate the process through code -- the challenge is going to be ensuring the current data structure. You will likely still have to go through Excel. If you have some skills in VBA, I suggest posting your question to the Microsoft Forum for Project Programming at:

To your question of the 24 hours calendar, you should set that calendar as your project calendar through Project > Project Information.
