The Photo Album AddIn was a Microsoft product for pre 2002 versions. Since it was added to the main code in versions from 2002 I doubt you will still be able to find it as a standalone If you don't want to spend any money the Free Libre Office can insert Photo Albums. Note I do not use it and this is not an endorsement!
