Smart Art templates are built in XML and include "rules" on what happens when you move, add, resize etc. The user cannot access that XML so there's no way to turn off the autoformat. It is POSSIBLE to write your own template in XML as a .Glox file but there is a VERY steep learning curve which for most users makes it impossible.
