Probably MSFT's worst GUI ever!
If you have no guides try this unlikely solution. Right click and empty area and "Grids and Guides Uncheck show guides and OK (don't forget to OK) Now go back check it and OK again You cannot change a vertical guide to a horizontal one. You can ADD a new guide and delete the first one by right clicking on a guide.
