If you cannot drag them in normal view they are probably on the master or one of the custom layouts.
View > Slide Master If the guides are visible on all the small custom layouts they are likely to be on the large master at the top. Select it and right click on a guide >> Delete If they only appear on some of the layouts they may need to be deleted there.
