The viewer does not support ActivX controls so using developer tools will not work. It should play the video though is it is linked and created in 2007. It will not if it was created in 2010 / 2013 and is embedded.. Try putting the pptx and the video in the same folder as the viewer (pptview.exe) and see if it works with a shorter link path.
You could also use the create CD command in 2007. The 2010 viewer will always do a better job but must be installed. When you post in several forums (cross post) can you please mention this .
