Obviously a 2800 dpi image of such a tiny size is pretty extreme but I would still be surprized if PPT resampled it.

Did you try extracting from the zip file?
Did you insert using INSERT > IMAGE or just drag it from Adobe (bad idea)?

If you email me the image I can see what happens here.

I got the images and yes 2010 (and 2013) DO downsample. I have emailed you with a fix.
