insert photo on top of movie

PP 2207, winxp

I have a slide that has a .wmv movie (flowing river) and I'm trying to place a .jpg photo of a yellow rubber duck moving across screen (yes this is a fun slide for my grandkids). I have the photo entering left to right and it shows fine until it 'hits' the movie.
I've tried to move forward the photo, move backwards the movie but can't get to work.
Am I barking up a wrong tree?

Unless you realy have version 2207 you are.

Before 2010 video plays in front of everything and you cannot change this. In 2010 on you can.
