In my experience with PPT2010, arranging videos 'to Back' works fine unless you checked the 'Play Full Screen' box in the Playback tab. In 'Play Full Screen' mode the video jumps to front like it did in previous PPT versions. If this is the case in your presentation, maybe you could uncheck 'Play Full Screen' and instead, to have the same effect, stretch your video frame until it covers your slide?
