Default object to remain in view

Hi all,
I want an object to remain in view even if I scroll the page
Object can be either in or out of page limits.
Is that possible?
Thanks,

Gal

I want to record mathematics and physics lessons using a screen recorder, a graphic tablet with powerpoint Ink mode (as the writing sheet).
the page will be big enough to be scrolled up & down (for writing), while the question/diagram/image will stay in view all the time
