Cool unable to insert video

error message: PowerPoint cannot insert a video from the selected file"

Searching help I get the following on Microsoft help:

To work around this issue, insert a Windows Media Player ActiveX control. To do this, follow these steps:
1.) In PowerPoint 2010, enable the Developer tab if it does not appear in the Ribbon. To do this, follow these steps:
a.) Click the File tab, and then click Options.
b.) In the PowerPoint Options dialog box, click Customize Ribbon.
c.)In the Customize the Ribbon list, select Main Tabs.
d.) Under Main Tabs, click to select the Developer check box.
Click OK.
e.) In PowerPoint 2010, click the Developer tab.
f.)In the Controls group, click More Controls.
g.)In the More Controls dialog box, select Windows Media Player, and then click OK.
h.)In the Controls group, click Properties.
i.)In the Properties dialog box, double-click Custom.
j.)In the Windows Media Player Properties dialog box, click Browse to select the DRM-protected file, and then click Open.

THE PROBLEM NOW IS - THAT I CANNOT DO "F - J". In the dropdown menu under Developer, Controls, everything is greyed out.

How to fix?

thanks
