It can be done with triggers but of course you cannot animate when it's just an image on the slide. You will need to edit the image and add some animatable(??) shapes.

I have done this VERY roughly to show you how the triggers work. basically the on off triggers hide or show fake lights set to "OFF" The on bulb only shows when both switches are ON
