Just to be sure:

By Blank I mean using the Blank Layout not a slide with no content. If that's what you mean then thats not what I'm seeing if I start with a 700 x 467 pic, insert it and save as picture. I get a 700 x 467 pic. Actually now I test it although the picture looks smaller when there's a placeholder the exported picture is pretty much the correct size.
