Does anyone know a good ap to sync Outlook on my computer with a new smart phone using the Android OS?

If you are on an Exchange Server, you can use Activesync. Otherwise, you can use K9 Mail, which I believe you would need to pay for. There are plenty of others to choose from, you will just need to do a search on the Android Marketplace.
