i have searched high and low for this setting but on other email clients i use there is a setting called ignore duplicate emails which stops the client from downloading emails already in the inbox where or is there such a setting in outlook

In most cases it requires a 3rd party add on. There are tons out there. This article covers the issue pretty well as lists a number of the add ons.
