Yes.

Changing the defualt filling order to last first should automatically place all contacts to list as lastname firstname. this effects all new names.

Note: Configuring default file as, will configure new contacts in that format.

Another option is to select View Settings > Sort.

By Default the first Sort Items by should be set to File As. If configured this should be last name first name as is in the contact options.

if it is, change the second 'Then By' to last name should also give you the desired view.
