Unfortunately, once a meting is canceled any comments made after this will be discarded.

Is this a resource calender?

These calenders have their own set of options that can be used to prompt meeting conflicts with other users.

A shared calender contains permissions for each users usage allowed. Simply deny any user from canceling the meeting if they are not the owner.
