When you open up Outlook, does it load any add-ins/plug-ins? If so, try disabling them.

Does it take a long time to load if you start Outlook in safe mode?

It has always loaded Nuance PDF Converter 6. It was fast even then.
However, I can't disable this add-in because I get a message saying "this add-in is installed for all users on this computer , and can only be connected or disconnected by an administrator". (Using tools, Trust Center).
However, this add-in is loaded at start up and not with Outlook anyway.
Outlook doesn't have the context menu option to "run as administrator". And so I enabled the administrator account, but that won't run because it says that certain system file are not available. (profile\desktop for example)
Then I tried using selective start up in MSCONFIG and disabled all non microsoft services, but that didn't help.
However, it started like lightning in safe mode.
