Default Meeting times different

I have a conflict on meeting times. User A requests a meeting at 3:00pm, User B accepts, but it shows up as 3:30pm in his Outlook. All time zones are correct on all machines. Both are using XP and Outlook 2007.

I would think it would be a time zone issue if it was say 3:00pm and 4:00pm. But with a 30 minute differential, it has me stumped.
