I sent out a calendar invite to folks last week and I had deleted it or cancelled it, so it no longer shows up on my Calendar, but people who received and accepted still have it. Is there a way I can still send them a cancellation so they can get it off their calendars?

Not any longer. When you cancel a meeting request you have the option to send out that cancellation to all attendees. Once you remove the meeting the options to send out a response is removed as well.

Your users can simply remove the meeting from their outlooks.
