Question Outlook specific permissions to delegates- private appointments

We are running Exchange 2010 environment in our office. Users have Outlook 2007 installed on their workstations.

We have several public calendars and a few staff members need to create appointments and mark them as private. However once they mark these items as private, they are unable to edit/amend these appointments even though they were the ones who created these items.

I need to give them permission to move private appointments that they have created, without allowing them to view/edit private appointments that others have created.

Does anyone know if this is possible please?
