Thanks for offering to help... as I have not found a solution to this issue yet..

I am setting all possible permissions except ownership. To do this I not only add them as delegates but from Tools>Options>Calendar Options>Resource Scheduling>Set Permissions I give the specific delegates these permissions:

Permission Level: Publishing Editor (which is the level below owner)
Read:Full Details
Write: Create Items, Create Subfolders, Edit Own (automatically given) and Edit all.
Delete Items: All
Other: Folder Visible

Any help would be appreciated.
