Default Anyone good with Tasks?

So heres the issue...

We have a user who wants to use outlook tasks to manage signing off on some document with multiple users. So shes trying to make a new task and assigning it to multiple recipients...the problem is the first person who sends back that they've completed it 100% tells her the whole task is done, even if the other two haven't sent anything back.

We tried using percentages (so if she sent it to four users everyone would send back 25%) but it doesn't register as complete until someone sends back 100%.

The only solutions we've found are to send a chain (so person a sends it to be and b sends it to c and eventually it gets back to her) but this takes too long since everyone has to wait on each other. The other one we came up with was her to make individual tasks for each user but she doesn't like this solution since she has to send it to 8 people and might have 30 of these things out at once she doesn't want to have to keep track of 240 things.



Does anybody know how to prevent the task from being completed until everyone sends back 100% who was on the recipient list? Or any better idea...?
