Have you checked your system to see how many NormalEmail.dotm templates you have?

%appdata%\Microsoft\Templates will only look under your user profile, but you may also have a template under Documents\Custom Office Templates. If you do it is likely that this is the one Outlook actually uses.

You also need to ensure that the font settings under File | Options | Mail | Stationery and Fonts match those in your NormalEmail.dotm
