It's likely that the permissions where only there for your old user account, and cannot be changed without that. I once had this problem, and I needed to boot my PC in safe mode, and log on as "administrator"

Then there was a progsess about changing ownership of the folder etc, what took me a while to figure out myself. I don't want you to do the same, so here is the link that explains what I've done.: http://byteblocks.com/post/2009/09/0...Windows-7.aspx
