Default Outlook 2019 error

-A couple of days ago, Excel died (ie it failed to open any xls or tabs correctly). Repair didn't fix, so I uninstalled and reinstalled Office 2019.
-Excel then worked fine, but then Outlook didn't work properly.
-Outlook loaded ok, and I changed 3 settings as normal ie
File / Account-Settings / Server / Incoming / tick only “This server requires an encrypted connection”
" " " Outgoing / Encryption=STARTTLS... and tick "My Outgoing", "Use same..."
-When I clicked Next, it came up with an error:


"Something went wrong and Outlook couldn't save your account settings. Please try again."
-How do I stop this new error in Outlook 2019?
-Does Outlook 2019 no longer accept POP3 with encryption?
-When I tried IMAP instead of POP3, I get same error message
