why can I not make rule delete some emails based on source not just sender

Many trashy emails are received and need to be deleted, blocked.
Rules allow one to automatically block email from source.
However...
Sometimes I can only set rule against sender, other times I can block from source.

What is the difference, why was that set up that way?
