Default Office Diagnostics

I have started to suffer a new problem with Outlook in that when I click on the the desktop icon 99% of the time it does not open Outlook. It seems to work if I reboot but not always and only once. I have run SCANPST.EXE succesfully and also run Office Diagnostics. Diagnostics reports an error and allows me to click a button to search the internet for a solution. When clicking this button I get a failure situation in that the it directs me to a server containing "watson392.watson.microsoft.com" which it cannot find. I have searched the internet and it seems a substantial number of people have experienced the same connection problem but there is no reference to a solution.



My two issues are:

1. Does any one have any suggestions to overcome the "opening" outlook problem.
2. Can anyone resolve the issue of Microsofts Office Diagnostics routine directing me to a non-existant web site?

I have been using Windows XP Professional and Office 7 for a long time and up to now I have had no problems.
