While waiting, I thought I might try Office Repair.
But it failed to complete, and uninstalled Office, so I rebooted, reinstalled Office. This time I googled configure outlook 2019, and it said to go via Control Panel / mail, instead of directly through Outlook... and it pretty much worked fine.
