Could it be that it requires a secure connection? That you have to tick an option for that in the email settings?

Since most ISP's have been switching their preferred connection type to secure I've been setting all email accounts on all computers to use SSL for years now so Yes this problem computer was setup to use SSL according to Comcasts own documentation on their settings.

As I mentioned in a previous post, as a last resort I backed up my Outlook data file and deleted the profile and recreated it. After that mail started being received normally. Don't know what the problem was or why the old profile was having that problem.
