Default Outlook 2007 not getting new mail?

I'm got a computer running Windows 10 with Microsoft office 2007, it was receiving mail fine until about the middle of February and then it suddenly stopped.

When you click "Send / Receive" it completes without any error but no new mail is downloaded from the server. I can login to webmail through Comcast's web site and I see all the mail that's should be downloading to the Inbox folder but for some reason it isn't. I've verified the Pop3 and SMTP server settings and they are the same as what I use on my own computer with Outlook 2010. I've run ScanPst on the Pst file multiple times until it says "No errors were detected" and still Outlook won't download new email.

Anyone seen this problem? Have any idea's how to fix it?
