It depends how many recipients are involved. If there number is relatively modest, add them to a distribution group and create one message with the group as the BCC recipient.
If you want personalised messages, or there are lots of recipients, list them in an Excel file and use http://www.gmayor.com/ManyToOne.htm to merge in one to one mode to e-mail.
