How can I remove one email account from Outlook 2013?

File > Account Settings > Select the account > Remove.

I did this and all of the messages are gone.

But when Outlook first starts, the account still remains as an option to select.

To select where? If you mean in the navigation pane, select it, right click and remove the account.
