http://www.gmayor.com/ManyToOne.htm will do this, provided your data is an Excel worksheet. One To One mode emulates a conventional merge and you can specify individual attachments and/or a common attachment.

This is 'donation ware'. There are no charges for using the software, but if it is saving you time and money a donation would be nice.
